Creating controllable sample streaming data for testing

I have a Spark Job that is running on Azure HDInsight cluster. It receives streaming data from an URL. To test it, I need to simulate the stream by generating sample data and I should be able to control its rate (messages/sec). Is there any way to create it using JAVA or any tool that can simulate it? Tool is preferred.
