Test proxy speed to more accurate than ms

What I want is something where I can put in a proxy eg 123,123,123,123:8080 and it pings a specific site and returns the time in ms (2 decimal places) eg 1.23 ms. If there's nothing that does this what should I language is the best to write it in and how should i start? I have already tried github and just searching for one, might be looking in the wrong place. Thanks
