Developing Test Automation Software Framework

I am trying to establish/follow a process through which i can develop the Test automation software framework over below mentioned architecture.

These are the identified blocks

[layer 1] GUI - - User

[layer 2]

[FrameworkBase Component] (Initializesystem)(Reset)(Errorhandling)(TestReport)- - Framework developer

[TestScript] (Function1.vb)(Function2.vb) (convert class to .dll) - Test Script developer

[Library] (funtional library) (.dll) - Functional library developer

[layer 3] ActiveX component, . net framework.

Each block in layers will be handled by separate team of developers. Since it is an black box test automation software framework.. I need a software life cycle model/process model to follow .? For such type of test automation system i am unable to gather guidelines. How to handle/communicate dependency data across blocks.
