How to switch your main Google developer email address?

Is there any way to switch the developer email associated with your Google developer account? I chose an account that isn't the main one on my phone and it has been a nightmare. Even when I try to "sign out and sign back in" using another account, it keeps trying to force me back into using my phone account, whereas I am trying to use the one I dedicated to signup.

I did try changing the email inside the account yesterday, but it doesn't seem to update the one that's associated with the account itself. Is there any way to switch emails or do I have to pay $25 for another email?
