Django Test command fails with ImportError, but Runserver works

I've been building and running daily tests for several months now, when all of a sudden Django threw an ImportError when I called python manage.py test applicious.

Nothing has changed about my directory structure, and running python manage.py runserver serves up the webpage just fine, so the Python syntax is okay. What's going on?
