How to modify DWARF debug information?

Is there any library or some other way that allows me to manually create or modify DWARF debugging information?

For example, I want to manually manually write debugging information for a stripped binary. Or given a binary with debugging information, I want to modify the same of certain variables in the Debugging Information Entries (DIE). Do you have any idea how to achieve this?
