How jmeter handles -Xms and -Xmx configuration?

I'm executing a simple script, with 9 request from this pc:

Hypervisor: KVM CPU: 4 vcpu Total memory: 32GB Jmeter memory: -Xms12288m -Xmx28672m

When I execute the script, it consumes all memory and it doesn't finish.

But if a execute the script from another pc with only 8gb ram, it finishes (Heap -Xms1024 and -Xmx4096)

I guess is for the -Xms and -Xmx configuration.

Or what can be? How jmeter handles -Xms and -Xmx configuration?
