Comment button Testing issue

Hope some one can help me out to find the issue.

Currently testing a web based application. there is comment button which has to direct me to a popup box after clicking it. but i did pressed control button while clicking the comment button so it has to open in a new tab. where as i got two tabs one is an empty one other one is a exact page. why that empty tab is opening?
