Software functional testing with no test environment

I have been asked to test a data migration from one system to another - there is no test environment set up for this and there is not enough time to get one set up. The testing required are tables migrated from the source transformed to views in the target. How am I meant to test this with no test environment?

This work has yet to be started yet but I am struggling to see how I can test this with no test environment.
