How do you make runsettings file run test from the debug folder/ release folder when testing

Is it possible to run test from the debug folder / release folder where all the needed files are when debugging test or running test instead of the output test results folder.

With Microsoft moving to runsettings file for testing and test settings file being deprecated I have not been able to figure out a way to do this.
