Azure Test Plans local automation

I've done a fair bit of searching, but not seeing the answers I'm expecting. I would like to know if there is an application that will allow me to run Test Plans that have been downloaded from Azure in Excel format, or other?

I'd like to automate the execution of the plans and have them report results without being connected to Azure.
