How to simulate that a web service is down without shutting it down. (Tomcat services)

I'm a web services tester and I need a tool or something like this to simulate that a web service is down without shutting it down. It's ok if there is a solution in development part which can help me. I want to recieve these nasty errors or exceptions as if the service is down. Many times i use Tomcat serivces.
