Can page rendering in phantomjs be blocked due to proxy?

I have tests written in phatomjs and selenium. The tests are working as expected on local whereas when running on teamcity the tests are failed with 2 issues : 1.Some are failed with the timeout exception 2. Some are failed in finding the page elements.

Can the #1 cause be due to proxy server? I don't know if teamcity requires some configuration for proxy or how I can do proxy server in my tests.
