Turn off local project options in ~/.rspec

The project I am currently working on has --profile in it's local local .rspec file. I want to know whether I can turn it off system-wide in my ~/.rspec file?

You can certainly turn things on in ~/.rspec but I believe they are overridden by local project .rspec files.
