Bad network emulator on a specific Ip in LAN

I am working for a testing on my Android application. I need to emulate a bad network condition.

Now I started to share Wi-Fi from my notebook, and my two android devices connected to the Wi-Fi, then a Intranet (LAN) is made.

However, I tried to find some software to emulate bad network condition, like Clumsy, SoftPerfect Connection Emulator,

they do emulated a bad network, however I cannot just emulate on only one of my device. Once I run these software, they made my whole LAN network in a bad condition.

Does anyone have other software can recommend for Windows 7? It is better if the recommended software can also customize the transfer rate/ packet loss/ packet delay.

** I am not prefer to use the android emulator which is in the IDE like android studio or eclipse, since I need to use physical devices for this test.
