How to test whether an android app uses outdated libraries?

Quoting the OASAM recommendation:

Risks:

Outdated libraries are more likely to contain vulnerabilities that may put at risk the application and the data processed by such application.

Recommendations:

It is recommended to use the latest stable versions provided by the vendors and/or developers of each library used in the applications.

How can we test for outdated libraries. Expecting an answer from tester's perspective. We don't have direct access to code, but only the apk. Is it possible to check using adt?
