What is meant by a test case utility? Why is a test case utility used?

I was given an assignment: Write a 'test case utility' to use UEFI based x64 based tools for GRUB2,e2fsck.

Now I do not even know what any of this means. So I searched for 'test case utility' on Google and couldn't find anything that matched the term. So I was wondering if any of the people here knew what it is? Could you please also guide me with the assignment question posted above. I do not know the first thing about anything from the assignment so any help would be much appreciated.
