Tool to asseble manual softwaretests based on changed files

I'm looking for a tool scanning our git repository for file changes since the last release to assemble a (rule-based) list of font-end tests to be manually run by our testing-team.

Is there any sofware around to do this? Or any other best practise to reduce manual testing efford.

(This question is not about automatic testing. Its about the human-based testing which cannot be automated)
