What is the best way to test/evaluate a Image Processing algorithm?

I support you have a Skeleton Detection algorithm. Normally, it goes with some limitation. So, how to evaluate a algorithm in order to say " This algorithm is good, 99% accuracy".

For example, Microsoft Kinect SDK with skeleton detection, I think they also CAN NOT say "Accuracy is 99% or even 90%".

What is standard?
