Why would VS 2013 find my tests but not the code associated with them?

There is a project, not mine, that when you build the test show up in the Test Explorer, you can also run them, but if one of the tests has an error it says:

Source: no source available

Even worse, if you try to debug one of said tests, it doesn't do anything. But if you update the code of the test and build again, the tests gets updated. I understand it can't debug the part where it references an external dll, but Why can't it debug or find the code of the tests that are right there?

I didn't create the project, so I can't know how everything was configured that this would happen.

Why would the tests show in the Test Explorer but not be available for debugging?
