View website as if from specific cities and states

I have been asked to formulate a way my team can view our website as if from particular cities or states.

I have browsed other questions and answers, and most of them simply suggest using a VPN. Unfortunately, most of the services suggested are limited in the locations they can use, and typically focus on appearing as if they are out of the country. For our project, we must be able to view the website as if we were coming from Nevada.

I have also looked into changing our IP address to look like it is from the states we would like, but I am unsure if this is a fool-proof method.

If there are any questions that have tackled this question to the specificity I am asking about, I have not seen them. Surely though, there must be a way to mimic looking like you are coming from somewhere else without simply finding a VPN service with your particular server.
