How do I test utilization rates 1000?

I have office visit per 1000 members for a group of hospitals in a region (or you can consider any other resource per 1000 members). I wanted to compare if each individual hospital's utilization rate is statistically different from the grand mean (utilization per 100 for the entire region). What is the appropriate test to use in this case?
