Is there some arbitrary thread group and ramp-up time that has to be tested in Load Testing?

I'm designing with JMeter some load tests for my web application, which resides on localhost, and I'm not sure if there are best practices for doing that.

I have understood how to analyze results and how the tool works, but when I have to decide how many user in a thread group or how much ramp-up time to set, then I don't know what to choose.

Is there any guidelines, that say, for example: in order to simulate real users activities, it is important to test an application with:

1. 1 User
2. 100 Users
3. 1000 Users

and Ramp-up always 1 for 1 User, 100 for 100 Users, 1000 for 1000 Users?

Because I can't understand how a good load tests should be.
