Admob test ads always

Dear friends, I need help. I had an admob account which I made before 15 days.I made a app in sketchware and added a banner ad in the app. I placed it correctly that I am sure but it shows always test ads. It has been 3 days. I had added direct source like that, ia = new InterstitialAd(getApplicationContext()); ia.setAdListener(_ia_ad_listener); ia.setAdUnitId("ca-app-pub-xxxxxxxxxxxxxx/xxxxx"); ia.loadAd(new AdRequest.Builder().build()); Now, What is the solution. I did not add payment information in my admob account because I have no earning yet.
