Bluetooth encryption key testing equipment

I need to test Bluetooth and BLE work on Android. I want to use some device or equipment, that will be configurable. I want to configure encryption key length, mac address and other Bluetooth operationg parameters. Does anyone now what device or utility I can use? Can I use Raspberry Pi 3?
