Should a dev be able to book his time to a "Testing" task

Scenario.

Dev books his time to a Testing task under a User Story. This pushes the actual time over the inital estimation. He claims the time was spent "making sure it works" and "configuring" before it went to QA.

Tester believes this is a configuration/dev testing task and therefore his time should be booked under a development task of some kind.

Whose right?
