How interaction between HP Quality center and JIRA bug tracking tool as a QA Engineer

My question is, If QA team using HP Quality Center for create test cases and bug reports , can development team use same QC tool to see that bug report

one more question: when QA team using QC, but development team using JIRA At that time ,we should configure bridge between JIRA and QC . if tester raise any bug to developer , developer can able to see in JIRA

how does work with JIRA and HP Quality Center
