Disable Memcache in local Test environment

I am not able to disable MEmecache on the local test environment. I don't know how to achieve it.

My code is like if the data is available on $memcache.getting(key, raw) it will return from cache else it will contact DB. How to restrict in in local test env to make it directly contact the database.
