Simulate low resource (CPU/RAM/..) for mobile application testing

I am tasked in testing a new mobile application. So far we have tested how the application will behave when low/fast speed internet connections are available.

However now we are looking for a way to test the aplication when there is very low RAM or CPU resources available. Is there any tool or app that allows you to change the available resources on a android or iOS device?
