OS X development virtual machines

Windows provides several free development machines for developing and testing, where the user can perpetually request a free development license.

Does OS X provide anything similar to this? Either virtual machines, or installer images, with special developer licensing?

I am really not looking to go into full blown OS X or iOS development. Just looking for something simple that allows for compiling and testing a simple program.
