How to disable fn + function key combination in AS400

how can I disable the fn key in as400? I am still new in AS400 so I am not familiar on how is it really working.

i.e: I want to press F3 (only) to exit, but it doesn't allow me, I have to press the Fn plus F3 so it will work.

Any suggestion please.
