How do I access locally hosted website from my smarthpone?

I am developing responsive web-application and would like to test it on real-life smartphone (or reliable emulator for all that I care).

How do I make locally hosted website (e.g. http://0.0.0.0:3000) accessible from my smarthphone?

My PC is connected to router by cable where phone is connected by wi-fi to the same WLAN.
