Appium 1.4.16 Error About Session Creating - Trying to test on Android 7.1.1

I’ve installed Appium 1.4.16.1 (Because i can’t find newer for windows) and using Android 7.1.1.

I have a basic Eclipse project to test but it’s giving this error;

What is the source of this error and how can i fix it?
