How to go about setting up a .net / SQL testing environment on a windows laptop?

I had someone build a demo for a webapp for me last year, and am looking to simply deploy it to a test environment. Here are details on the code:

The code is in a zip file and in individualized files. It is a very basic prototype for a webapp and makes use of sql for storing data.

On the server side it uses a full microsoft stack. These technologies perform well and are stable, secure, and well supported. The web framework is ASP.Net MVC 4.6. The database is Microsoft SQL Server 2014. As these are hosted in the azure cloud these are also very easy to scale with demand. In the browser: The site layout uses the bootstrap framework and the latest design principles to make sure it is lightweight and responsive (works well on mobile devices). We have used a combination of the knockout.js, jquery, and handsontable libraries to produce a rich and interactive user experience.
