Does it make sense to create a test protocol without defining functionality and uses cases?

Does it ever make sense to create a test protocol if the functionality of a software has not been defined? For example Team A should define the scope of the project, the functional and non functional requirements etc. Now the project leader asks Team B to create a test protocol before the requirements of the software have been defined (with negative and positive tests). Does it make sense? Why would you do that?
