New Software Ticket Standards

I need to work on my Google skills because I don't know how to search this so I'm turning to the development community at large.

Is there an industry standard (please so I have backing), or do any responders have recommendations on what should be an allowable threshold of trouble tickets a developer's application receives within the first year since deployment and each year beyond an app's initial release?

I know there's no such thing as bug free code, but at what point do you slap another developer with a unit testing book?
