Can you upload GitLab artifacts without a GitLab Runner?

I'm operating on a system that doesn't have access to a GitLab runner, but I want to publish test results to our internal GitLab and have them visible on MRs, etc. Can GitLab recognize report files without running a job? Is this possible?
