Using newer Version of PHPUnit in CakePHP 2.x

What are the main reasons that I can't use PHPUnit 4.x in CakePHP 2.x?

The testing part of the cake cookbook says so, but I can't find an explanation for it.

Would it be a big effort to integrate it?
