looking for new method to calculate test cases weight

I am working on software testing project which prioritize test cases for regression testing based on code coverage criteria. I have to find a method to give a unique value to test cases that have the same weight instead of sorting them randomly. Do you have any ideas about how to do that? I am thinking with the location but there is no practical relation between the location and the importance of the test case so it will just act as random value.
