WAMP web server performance is slow under volume, but why?

Ive turned my laptop into a webserver using WAMP server software. I have a single basic static homepage.

I decided to put some volume on the site, so I emulated 50 users hitting the homepage. The average response times grew from .03 seconds to 20 seconds.

I expected this but i dont know what the performance bottleneck is.

Using perfmon I am watching around 20 counters, but they all seem fine. Any ideas?
