Meteor does not run velocity

I am trying to run jasmine tests.

I have added these packages : sanjo:jasmine,velocity:html-reporter, and velocity:console-reporter per instruction on http://ift.tt/1GsT8RD

'meteor' commands only run the app on 3000 not the velocity. Am I missing anything?
