Legal IP substitution service for testing

I have a page and logic of this page is related to ip address of the client. So, certain text is visible when ip belongs to LA, other texts displayed when ip belongs to NY. I use maxmind for city determination. But I need to emulate the situation when user made request from LA, NY, etc I don't want to use tor or anything like that, is there any legal service to test such things? I don't have access to sources that's why I want to test it as in specification. Thanks
