Test Strategy for Legacy Code

I have to implement a framework to test a legacy code base. I am looking for a test strategy that is best fit for my requirement.

What should be the test strategy for legacy code, which does not have a test infra available? In my opinion, Use Case Testing or End to End testing approach is the best fit.
