Import multiple http requests with SOAP code to jmeter

I try stress Service with SOAP used in HTTP Requests/Body Data. Problem is: I have file with 50K line where I can find SOAP and SoapAction.

I would like to import CSV with: 1. SOAP to Body Data in Http Request 2. SOPAAction to HTTP Header Manager related to http request

Is there any chance that jmeter can read file and to this job in one http request using parameters ? I don't want change JMX configuration to inject this directly to plan. I need do this for file with 50K requests, 100K requests, 200K requests etc.
