How to quantize or measure usability of a Framework

So, we are working on University project. Our task is to solve one and the same task (graph analysis) with two different frameworks. We chose a python framework and a database approach. However, our lecturer wants us to compare these two very different ways of solving the problem by quantizing the performance (imho reasonable), the usability and the implementation. With the last two I am having very big problems. What ways are there to quantify the usability or implementation of a framework?! I know that there are ways to measure the usability of an interface/website/software/... But of a framework? And we are using two very different approaches (database and python). To me that sounds like "Compare two different languages and tell me, which one is better!"* Well, you know...

Are there scientists who came up with a scale or something similar? Searching for literature was not very helpful..

* And the languages we are to compare are not, let's say both roman languages, but rather something like Arabic (python) and English (database).
