Which of free GUI Test Automation Tool is the best for the Windows?

I am sure my question is stupid. But I couldnt find clear answer on it for two hours of a tiny research.

I have two basic requirements. The tool must: 1. Be free. 2. Record actions of an user.

It can be a part of some Microsoft's pruduct (like Visual Studio).

All tools that I know are optimized for writing a code (like Pywinauto). But not for recording (like TestComplete but it is propr.)
