PowerMock 1.7.1 + Mockito 2.8.9 Cannot subclass primitive, array or final types

I have been using PowerMock (1.7.1) and Mockito (2.8.9) and ran into a problem using PowerMockRule when mocking final classes. When I run using the rule and the normal JUnit runner, I get the following exception:

I use the rule in other tests without issue. I have also tried adding the following code to boot strap the agent if it has not initialized as per the PowerMock website to no avail:

}

When I switch to using the PowerMockRunner instead of the rule the problem goes away. So, I do have a workaround for this particular test. I am wondering if anyone else has run across this and found a way to use the rule.
