How to prohibit app on Google play from being published to production

I want to create app on Google play for test purposes only (in-apps, OBB download etc) This app must be NEVER, NEVER, NEVER published in production - for alpha tests only.

Can I protect myself for mispublishing this app as release - for example by some setting in Google play console?
