Is there anyway to test the android licensing without having publisher account?

I am a beginner in android development and is currently going to finish my first android app. I am using android licensing library but it requires a publisher account to create first and the test my app,is there any other way by which I could test the licensing service before creating a publisher account or without creating it? Seeking for your kind help.Thanks
