What does Software QA/Test Engineer do? Why would they need Asp.net $ C#? [on hold]

I have seen someone's profile as a software qa/test engineer and they have been using asp.net and c#, jira and so on. I thought test engineer are supposed to do something like 'automation testing" , "performance testing" or "load testing"? why would they need to code?
